David Boyle
Chair & Chief Executive Officer

David is Burke & Herbert Bank’s Chief Executive Officer and serves as Chair & Chief Executive Officer of Burke & Herbert Financial Services Corp. He joined Burke & Herbert Bank in 2019 as President & Chief Operating Officer. David previously served as Chief Performance Officer and as affiliate President and Chief Executive Officer serving Michigan and Northwest Ohio for one of the largest U.S. financial services institutions based in Pittsburgh, Pennsylvania. He also served as Chair, President, and Chief Executive Officer at a community bank in Wooster, Ohio. David earned his B.S. degree in Accounting at Westminster College.

H. Charles Maddy, III
President

Charlie is President of Burke & Herbert Bank joining in 1993 and is a member of the Board of Directors of Burke & Herbert Financial Services Corp. He has demonstrated exceptional leadership through his participation in a variety of professional and community service activities, including serving as Director and past President of the West Virginia Bankers’ Association; Director of the Federal Home Loan Bank of Pittsburgh; a member of American Bankers Association; Director and a Founder of the Hardy County Child Care Center; Director of Valley View Golf Association; past President and past Director of the West Virginia Association of Community Bankers and past Director of the Hardy County Community Foundation. Charlie has also been recognized as a leader in his industry, as a recipient of the Outstanding CPA in Business and Industry Award and the AICPA Business and Industry Hall of Fame Award. He received his B.S. degree in Business Administration with a concentration in accounting from Concord College.

Joseph Collum
Director of Business Banking

Joseph is Executive Vice President and Director of Business Banking for Burke & Herbert Bank. Born and raised in Alexandria, Joseph joined the Bank in 1995 as a Management Trainee. He serves on the Board of Trustees for the Virginia Banker’s Association School of Bank Management and the Board of VBA Management Services, Inc. and has served on the Board of Directors of the Alexandria Chamber of Commerce, and the Board of Directors for Rebuilding DC|Alexandria. Joseph received a Bachelor of Science degree in Business Administration with a concentration in Marketing from Longwood University, is a graduate of the Virginia Banker’s Association School of Bank Management, the Stonier Graduate School of Banking, and completed the Wharton Leadership Program.

Danyl Freeman
Chief Human Resources Officer

Danyl is Burke & Herbert Bank’s Executive Vice President and Chief Human Resources Officer. She began her career with the Bank in 1991 and has been overseeing Human Resources functions since 1997. Prior to that time, she held various positions with the Bank. Danyl is a Board Member of the McCoy-McMechen Museum Board and a past Board Member and past Chair of the Moorefield High School Scholarship Fund. She has taught various classes at the West Virginia Bankers Association Banking School over the years and has also been an instructor of Principles of Banking. Danyl earned a Bachelor of Science in Accounting and Bachelor of Science in Management from Alderson Broaddus College in Philippi, WV. She is also a graduate of the West Virginia Banking School.

Joseph Hager
Chief Operating Officer

Joe is the Executive Vice President and Chief Operating Officer for Burke & Herbert Bank. He joined the Bank in 2016 and previously served as Chief Risk Officer and Chief Audit Executive. Before joining, he served as a public accountant at Baker Tilly and PricewaterhouseCoopers LLP. The Hurricane, WV native is a graduate of West Virginia University and a licensed Certified Public Accountant.

Roy Halyama
Chief Financial Officer

Roy is Burke & Herbert Bank’s Executive Vice President, Chief Financial Officer, joining the bank in 2021. Previously, he served as the Chief Financial Officer for an affiliate of a large U.S. financial services institution in Pittsburgh, Pennsylvania. His previous experience also includes a corporate finance role at a regional bank in Pittsburgh, Pennsylvania, and several accounting, finance and investment roles over the course of sixteen years at regional and large financial institutions in Ohio and New York. Roy earned a Bachelor of Science degree in Business Administration, Accounting and an MBA, Finance at The Ohio State University.

Robert Hintelmann
Chief Credit Officer

Robert "Cedar" is Burke & Herbert Bank's Executive Vice President, Chief Credit Officer, joining the Bank in 2025. He has more than 25 years of credit experience in the financial services industry and most recently served as Executive Vice President and Deputy Credit Officer for a super-regional bank based in the Mid-Atlantic region. His previous experience includes being a commercial banking relationship manager and financial advisor. Cedar earned his Bachelor of Arts degree in English from the State University of New York - Geneseo and his MBA from Canisius College.

Douglas Horton
Chief Information Officer

Doug is the Chief Information Officer for Burke & Herbert Bank. Doug joined the team in 2023, and his extensive career includes multiple senior executive positions, previously serving as Chief Information Officer for a financial services and technology firm, and many other leadership roles at other prominent financial services companies. He also founded a successful IT services business, which he operated for 6 years until its sale. Doug holds a Bachelor of Science degree in Computer Science from the University of Virginia's School of Engineering and Applied Science, complemented by an MBA from the University of Phoenix.

Lauren Kimlel
Chief Branch Banking Officer

Lauren Kimlel serves as Executive Vice President and Chief Branch Banking Officer for Burke & Herbert Bank. Joining the organization in 2019, she brings with her over 25 years of expertise in the banking industry, encompassing sales and operations management, credit, risk management, as well as leadership and team development. An alumnus of Frostburg State University, Kimlel earned her MBA from Salisbury University, specializing in finance. In addition to her role at the Bank, she is an active member of the Federal Reserve Bank of Richmond's Payments Advisory Council and holds a board position with MACHA Payments Advisory Resource.

Bradford Ritchie
Chief Lending Officer

Brad is Executive Vice President and Chief Lending Officer for Burke & Herbert Bank. He joined the Bank in 2008 after 11 years at a bank in Charleston, WV where he served as Regional President. Prior to that, Brad worked in public accounting at Baker Tilly. He participates in a variety of professional and community service activities which include serving as Director of the Community Bankers of West Virginia, past Director of the Federal Home Loan Bank of Pittsburgh, and Director of the Rhea of Hope Foundation. He also serves on the fundraising campaigns for the Young Men’s Christian Association and the Buckskin Council, Boy Scouts of America. Brad graduated with a Bachelor of Science degree in Business Administration with a major in Accounting from West Virginia University, Morgantown, WV and is also a licensed Certified Public Accountant.

Shannon Rowan
Director of Wealth Services

Shannon is Burke & Herbert Bank’s Executive Vice President, Wealth Services. Prior to joining in 2011, he was an area director of financial advisors at a large financial services company and held a senior role with a regional firm. Shannon graduated from the University of Mary Washington with dual degrees in Philosophy and Psychology. He holds the CERTIFIED FINANCIAL PLANNER™ (CFP®), Accredited Investment Fiduciary (AIF®), and Chartered Life Underwriter (CLU®) designations, FINRA Series 65, 24, 7, 6, 63 certifications, and holds Life and Health Insurance licenses.

Alexis Santin
Director of Digital & Payments Strategy

Alexis is Burke & Herbert Bank’s Executive Vice President, Digital and Payments Strategy, also overseeing Commercial Treasury Management. Alexis joined in 2019 to lead the build out of the Treasury Management services function, bringing almost 20 years of experience in banking with a primary focus on commercial banking, payments and the advancement of digital solutions and customer experience. She attended the University of Nebraska, earned a Bachelor of Science degree in Business Administration of Technical Studies from Bellevue University, and maintains a Certified Treasury Professional (CTP) certification and a completed certificate in Digital Transformation through MIT.

Jennifer Schmidt
Chief Risk Officer

Jennifer is the Chief Risk Officer for Burke & Herbert Bank. She joined in 2014 with more than 30 years of experience in strategy, operations and compliance management. She earned a Bachelor of Mechanical Engineering from Villanova University, a Master of Science in Engineering Mechanics from Cleveland State University and a dual Master of Business Administration and Master of Engineering Management from Northwestern University. She is also a graduate of the Stonier Graduate School of Banking.

Kendrick Smith
Director of Mortgage Banking

Kendrick is Burke & Herbert Bank’s Executive Vice President of Mortgage Banking. He joined the Bank in 2020. Previously he served as Treasurer for community banks in Harrisburg, Pennsylvania and Dunmore, Pennsylvania. Kendrick also held a variety of Finance and Accounting positions at a community financial institution in Florida, including Treasurer and Chief Financial Officer. He earned a Bachelor of Arts degree in Accounting from Central Michigan University, an MBA from Nova Southeastern University and holds a Chartered Financial Analyst (CFA) certification.

Robert Tissue
Balance Sheet Strategy Executive

Rob is Executive Vice President of Balance Sheet Strategy for Burke & Herbert Bank. He previously served as Chief Financial Officer after joining in 1998. Rob has over 30 years of bank-related experience. Before joining, he served in public accounting at Baker Tilly and is a Certified Public Accountant. Rob graduated cum laude with a B.S. in Business Administration, major concentration in Accounting from West Virginia University.

Angela Zirk
Chief Experience Officer

Angie is the Executive Vice President and Chief Experience Officer of Burke & Herbert Bank. She joined in 2005 and previously served as Senior Vice President, Director of Marketing and Public Relations. A graduate from West Virginia University, Angie also holds an ABA School of Bank Marketing and Management degree, a Certified Financial Marketing Professional certification and is a graduate from the ABA Stonier Graduate School of Banking and completed the Wharton Leadership Program. Angie also attended the West Virginia Bankers Association Emerging Leaders Program and is currently a Board Member of West Virginia Bankers Association Future Leaders Council.
